Steps on how to apply for PRC License Renewal (with or without CPD units)

(Last Update: November 5, 2018)

February is my birth month and for 2018, this also means my CPA license will expire on my birthday! I have been preparing for this month since last year because I know that the Continuing Professional Development (CPD) Act of 2016 has taken effect already.

Maintaining an active license is one of my main goals as a professional. Sadly, the CPD requirements are indeed really challenging to comply. Let me share here how I apply for PRC License Renewal. Also, I am so glad to know that Professionals can still  apply for renewal this year even if you have not secured CPD Units. Do you know this? Just read on.

SECURE CPD UNITS AND CORRESPONDING CERTIFICATES

Fortunately, I am employed in a company that is accredited as a CPD Provider. With the sets of training and seminars conducted internally/initiated by the company, employees with CPA license can request for CPD units Certification.

In your case, you may inquire your Recruitment/HR/Training teams to check if your company can apply/has applied for accreditation. I have come across an article stating that:

'To address the concerns on the inaccessibility of CPD providers, Chua Chiaco said the PRC was waiving registration and accreditation fees of government agencies, state universities and colleges and government-owned and controlled corporations that would apply as CPD providers in exchange for providing free training and seminars to their employees.'

(IMPORTANT NOTE: The following screenshots and steps are taken from http://online.prc.gov.ph/assets/__src/LERIS-ONLINE-STEP-BY-STEP.pdf ) Author could not proceed own screenshots since renewal has been made.

Step 7 Set Appointment. Select your preferred PRC Service Office where you want to process the renewal. Fees will automatically be computed on the right side of the page.

Step 8 - Choose Payment Option to complete transaction.
Should you have access to Landbank e-payment portal, you may pay the total amount as shown below.

Step 9 - Print the Transaction Details.

Step 10 - Print the Application for Professional Identification Card (PIC) form:

Visit the PRC service center you selected and submit the requirements:

a. CPD Certifications, if applicable. If it is your company that provided the certificates, make sure to take note of the CPD Provider Accreditation No.

b. Photocopy of the above certificates.
c. Printout of the  PIC Renewal Form from Step 9

IF YOU DO NOT HAVE CPD UNITS YET, YOU CAN STILL PROCESS/RENEW YOUR PROFESSIONAL IDENTIFICATION CARD (PIC) UPON EXECUTION OF AN UNDERTAKING (WAIVER) STATING THAT YOU WILL COMPLETE THE REQUIRED CPD UNITS FOR THE NEXT COMPLIANCE PERIOD. Note that this can only be availed until December 31 of 2018.

NOTE: PRC's clarification on Senate Bill No. 2073 mentioned that the undertaking can be availed until the end of 2019 but I could not find a supporting memo or announcement. But Hey! This is good news!

Here is a portion of the PIC Renewal Form showing the UNDERTAKING. Again, this is part of the PIC Renewal Form.

  1. Hello po, ask ko lang po if ever na January 2019 pa ung expiration ng cpa license ko, pwde po ba kaya na mag early renewal na like before December 2018 para pwde ko pa po maavail ung undertaking? Thanks po.

    1. Hello! Yes, pwede ka mag-early renew as long as it is less than a year before the expiration date. I think mas okay kung magprocess ka na ng renewal as early as this month or sa June (6 months before expiration) para wala pang changes sa rules, so far hehehe d kasi natin alam, baka may bagong ilabas na requirements or what :)

    1. Hello. Not so sure about this ha - pero I think since sa 2018 ka nag renew, applicable na sayo ung required CPD units. Better avail of the 'undertaking' para marenew mo na ang PIC mo then continue mo lang ang pag-acquire nung CPD units.

Hopefully may positive change na sa CPD law (like baba-an or other easier ways) within 2018 or next year. Nabasa ko may bill na nafile to repeal the law.

    1. Yes! Pwd ka pa mag-renew. You can follow the steps above para makaregister ka online and print the PIC renewal form. Doon ka pwd mag-sign for the Undertaking. This means na pwd ka marenew this year without CPD units submitted but the required units will be carried over sa next renewal mo. (Hopefully may changes sa CPD Law sa next renewal mo na hehehe)

Meron kasing portion dun na mag-kacalculate ng fees mo (charge + renewal fee). Let's see if may advice dun na d pwd or if may warning ba na need punta ka sa office. So check mo. Let me know magkanu ang nacompute na babayaran mo :) para mainform dn ako. Thanks!

    1. Hello Czarmaine. You're welcome! Thanks you checking out the article.

I found this in their FAQ doc:
      6. How about the licensed professionals who are working overseas?
      > Licensed professionals working overseas may attend trainings/seminars conducted by the foreign
chapters or affiliates of accredited CPD Providers. They may also attend trainings/seminars conducted by
non-accredited CPD Providers and apply for credit units under Self-Directed Learning and/or Lifelong
      Learning.

      http://www.prc.gov.ph/uploaded/documents/CPD%20FAQs%201418.pdf

I have the following points/suggestions to your question:
      A. Can you please log in in the PRC website and register/complete your profile? Do you see any PRC office near you?
      - If yes, you may continue the renewal online then process it in the office you noted near you (abroad).
      - I wanted to replicate the steps but it is no longer allowing me as I have already renewed my PIC.

      B. If option A is not feasible, I have gathered this process via my readings/researches :)
      - You register online and set up an appointment.
      - Choose which PRC office (mine is Rob Galleria) you want to renew
      - You will then be requested to pay the fees based on the reference number.
IMPORTANT: How will you pay the fee and renew it since you are not in the Philippines?
You can ask a friend or family member to first pay the fees in a bayad center or other payment options. After payment, send a scanned copy of the PIC renewal form (with your signature and the signed undertaking) and the scanned copy of the authorization letter. Your friend will be the one to process the renewal on your behalf.
(I AM NOT SURE IF A SCANNED COPY WILL DO FOR THE AUTHORIZATION LETTER AND THE PIC FORM. This needs to be verified by PRC representative)

I am still researching if there are other ways aside from the above for overseas professionals. :)

    3. Wow! Salamat sa info. Ngresearch ako further kasi now ko lang narinig ang consularized:
      http://phdocuments.com/what-is-a-consularized-special-power-of-attorney/
Unlike a regular Special Power of Attorney (SPA) where you only need a lawyer to notarize the papers, the Consularized SPA needs to be brought to the Philippine Embassy in the country where the person involved is located.

    2. First of all, I really appreciate your effort. This is such a big help for me.

For option A: It is not working as there is no PRC Office abroad.

      For option B: I have 2 clarifications:
      1. It is confirm/sure that my family member
can claim my PIC in their branch?
      2. If yes, how will they assess my CPD Hour
(certificates) as all of these I got
      here abroad.

  9. Hi! I am happy that this article is helping fellow professionals :)
I saw this in PRC re claiming the PIC https://www.prc.gov.ph/registration/?id=29
On the scheduled date, the professional or his/her duly authorized representative must present claim stub to the Registration Division. He/she shall also present the Official Receipt showing payment of the renewal fee and sign an acknowledgment of receipt of the PIC. When the PIC is claimed by a representative, the said representative must also present together with the official receipt a *letter of authority or **Special Power of Attorney from the professional.

    NOTE:
*PRC-registered professional acting as representatives may transact with PRC upon presentation of Authorization Letter and his/her professional ID.

**Representatives filing the application and claiming the professional ID in behalf of the professional must present Special Power of Attorney and valid identification of the professional and the representative.

Regarding #2, I am not sure how but I got this on their FAQs
    12. When will the CPD Program earn CPD credit units?
    > After evaluation of the concerned CPD Council of the CPD Program, the CPD credit units will be given.

Based on experience, the PRC staff only received my CPD certificates issued by our company (a PICPA- accredited CPD vendor). They verified the CPD Provider Registration number and proceeded in processing the PIC renewal. :) Hope that helps :)

  10. Hi! Thank you for sharing your experience in renewing your license. I have certificates of seminars/workshops which were not conducted by CPD accredited providers. 1. Hello! Sorry, but I do not have the answer to your question. However, I got this info from the PRC FAQ

      14. Under the Self-Directed Learning and/or Lifelong Learning track, what do you mean when you say that the
prescribed fee is ₱ 1,000.00 per application?
      > A professional shall collate all activities he/she has undergone or attended to from a non-CPD Provider
three (3) years prior to the renewal of his/her Professional Identification Card (PIC) and apply one time to the concerned CPD Council. The CPD Council will convert such activities to CPD Credit Units and the
professionals will be entitled to a Certificate of Credit Units Earned.

      http://www.prc.gov.ph/uploaded/documents/CPD%20FAQs%201418.pdf

Not sure but it seems that you can still apply/present the certificates to the CPD Council. Though I don't know who to approach re the CPD Council. I think it is best that you call PRC or drop by any service center to inquire (if your sched permits).

    2. Thank you, thank you! Do they have a specific or required paper size if I were to print my application form? Thanks again! :)

      Delete
    3. Hi. I used A4 paper size so the entire form will fit. I think you can minimize the size of the form (soft copy) before printing so it will fit short bond paper but I did not bother hehe. Actually, I could not find any guide in PRC website on the paper size requirement so it is possible that A4 or short bond will do. For my CPD certs, our company's HR printed it in short bond paper (but I dont think the paper size of the CPD cert will matter). Hope that helps. :)

    1. Hi. I don't think you can claim the PIC without your brother's signature. I am really not sure though but I think the professional's signature is needed in the requirements. You can try though since you already have set an appointment but I have not read or heard that they allowed it :( . If only your brother can print the PIC in the province and affix his signature then send the signed copy to you. April 30 is 3 days away. I hope everything will be fixed by then or the PRC staff will allow you. :)

  14. Hi! I just need some clarifications. If nag sign ng undertaking, next renewal ng license kailangan ba mag present ng 240 cpd units? i mean (120 units for undertaking + 120 units for renewal)

    ReplyDelete
    Replies
    1. Hello! :) Yes, need mo pa rin ipresent ang needed CPD units that should have been presented without the undertaking. Thus, if 120 units needed mo sana for this year's renewal pero nag-avail ka ng undertaking, need mo un iadd up sa needed points for the next renewal cycle (after 3 years). So yes, 120+120= 240. Hopefully by that time may changes na sa CPD law.

So during processing, need nila ung hard copies nung mismong application at supporting docs like for the CPD units. Not sure if pwede mo makuha ang ID before the appointment day e.

Would like to ask lang po..my license will expire this Nov2018 and plan to renew it by October.. regarding CPD units..counted po ba yung 2016 seminars attended q? I earned 60 CPD units in 2016, 20 CPD units in 2017 and 20 CPD in 2018. Is it already sufficient for the 100 CPD units required? Thank you very much Ma'am.

    1. Hello Thea. You are welcome! It is my pleasure to share and help others too.

I would presume na CPA license dn i-renew mo. Based dun sa FAQs ng PRC, meron table dun indicating that 'Required Minimum Units Earned from the Previous
Year(s) for License Renewal' for 2018 is 20 units earned from the immediately preceding year. D ko lang sure pero parang ung counted is ung sa 2017 lang.

Ang ginawa ko, humingi ako ng certificates ng units na na-earn from the CPD trainer/provider, then prinesent ko lang. You can also do that, include mo lang ang 2016 then ung PRC staff na magdecide if pwede pa ba iconsider. If may kulang, bawi nalang sa next cycle and you can take the undertaking dn.

      I hope that helps. :)
